One network cannot dominate Ghana’s Telco space- Govt takes steps to break MTN’s ‘monopoly’

Hon Ursula Owusu

The Ministry of Communication has announced it is taking frantic steps to break the near monopoly MTN Ghana enjoys as its dominance is not helpful for the growth of the Ghana Telco space.

In a statement released Sunday, it emerged that almost 92% of Ghana’s 4G spectrum is covered by MTN while the rest of the Telcos and other Internet Service Providers (ISPs) share the rest, a situation the ministry said was untenable.

The government has therefore directed the National Communications Authority (NCA) to enforce provisions of the Electronic Communications Act, 2008 (Act 775) and the National Telecommunications Policy (NTP) to address disparities in market and revenue share in the telecommunications sector.

Madam Ursula Owusu Minister of Communication says the goal of the new system is not meant to break MTN as a business (Significant Market Power [SMP]), but rather to “ensure various operator vendors were not subject to exclusionary pricing or behaviour, ensure that SMP’s access to information did not disadvantage any value added service of non-SMP operators and require operators to present implementation plans on national roaming services within the next 30 days for execution on or before the next 90 days”.

The minister’s statement added that the measures were to kick in immediately, and that the NCA was expected to work with all network operators which must cooperate to ensure it was done painlessly.

“We have come a long way in a very dynamic industry which has seen ancestors of all the current operators being the dominant player at one stage. Ghana Telecom, Mobitel, now MTN. Measures taken then to open up the market to ensure fairer competition, though unpleasant to the dominant player then, eventually inured to the benefit of the consumer and resulted in the vibrant telecom sector of today . This will also have the same result over time. It is corrective and not punitive,” the Minister’s statement added.

The implementation of the policy will offer choice to consumers with the stimulation of innovative products and promotions, give consumers the power to switch service providers for other experiences and not restrict them to the largest provider. It will also give consumers the choice to work with non-SMP operators.

In addition to that, it will create a catalyst for passive infrastructure sharing within the industry, especially for national roaming services, and increase service choice for consumers within areas where SMP is present.

The dominant operator will also not be able to use predatory pricing to eliminate competition, not be permitted to use its information on the consumer to preclude others from offering good innovative services at similar costs and not be permitted to charge a high price to call, send messages or transfer money to other services, while keeping its own prices low.

Currently, MTN covers 55.9% of Ghana’s voice Market share, Vodafone 21.93, Airtel Tigo 20.37% and Glo 1.75%. MTN however dominates the 4G space with over 92%.

OFFINSO NPP ACTIVISTS INVOKE CURSES ON PARTY EXECUTIVES OVER ATTEMPT TO DISQUALIFY SOME ASPIRANTS.

Npp activist in offin River

Some youth claiming to be supporters and polling station executives of the ruling New Patriotic Party(NPP) in the Offinso South Constituency of the Ashanti region have invoked curse on any individual or group that attempt to disqualify any of the four aspirants contesting the incumbent Member of Parliament, Mr. Abdallah Bandah to go unopposed.
After presenting their to party leadership, the bare-chested men clad with pieces of cloth around their heads and arms also called on the gods to kill family members of the said individuals. In their incantations, the supporters said

“We are using River Offin and River Abankro to invoke a curse on any member of the vetting committee who attempts to disqualify any of the four men contesting the incumbent MP. His children and wife must be annihilated. Any vetting committee member who shows bias towards one candidate must also be dealt with“.

They added “anyone who tries to manipulate the system in favour of anyone must not be spared”

Leader of the disgruntled youth, Mr George, Offinso youth Association President “we traveled to a powerful shrine to invoke this curse. We are not joking so if they risk their own life if they think we are joking. We are not going to allow bribes to ruin our party. Some constituency executives are following the money to destroy the party.”

PETITION BY DELEGATES, CHIEFS AND SYMPATHIZERS OF NPP, OFFINSO SOUTH CONSTITUENCY – 4 th June, 2020

TO: The National Chairman New Patriotic Party

PETITION ON UNFAIR DECISION TO MAKE OFFINSO SOUTH MP GO UNOPPOSED IN UPCOMING PARLIAMENTRAY PRIMARIES

We the undersigned officers(polling station executives, coordinators and other delegates) of our great Party( New Patriotic Party), chiefs and supporters of NPP in the Offinso South Constituency of the Ashanti Region have appended our signatures to this petition to express our disgust at an alleged decision by the Steering Committee and the apex leadership of this democratic party, to force the incumbent Member of Parliament of our constituency, Hon. Ben Abdallah Bandah on us by making him go unopposed in the upcoming parliamentary primaries.

Mr. Chairman, we have heard with much disappointment your office’s decision, allegedly approved by our President, to cause Mr. Abdallah Bandah to go unopposed.

This information is a common knowledge in the entire Offinso South Constituency as leading supporters of the incumbent MP have unceasingly been announcing it at meetings with delegates and in the media.

As people who believe in democracy and the rule of law, coupled with the current conspicuously unpopular status of our MP, Abdallah Bandah who in his twelfth(12th) year as representative of the good people of Offinso South in parliament, we officially write to inform your office and humbly caution that if you go on with attempting to compel any other spirant to stop competing with Hon. Abdallah Bandah, in order to make him go unopposed(as a way to protect him), you will be doing the Offinso South NPP, our President, Addo Dankwa “Nana” Akufo-Addo and the entire NPP fraternity a great disservice, as the decision, much propagated by leaders of the MP’s camp, has already triggered serious disaffection and anger amongst the people, chiefs and other opinion leaders of Offinso South, at the party.

Mr. Chairman, we risk losing the Offinso South seat to an independent candidate in this year’s general elections if you dare prune other aspirants from the primaries.

For your information, in recent times, several communities, led by their opinion leaders have staged series of demonstrations and press conferences to express their dissatisfaction and disappointment in the MP, Hon. Ben Abdallah Bandah’s performance over his twelve year-period in parliament, and at all these programmes, the communities have warned our party, NPP, not to try presenting Mr. Abdallah Bandah as a parliamentary candidate or else they would throw their weight behind any independent candidate or that of our main opposition party, NDC.

The Omanhene of Offinso, recently, at a programme organised by our MP, of which he(Omanhene) was the chairman, publicly chastised Hon. Abdallah Bandah for disappointing his people and asked the MP not to think he could use gifts as stratagem to woo the traditional leaders and their people for his electoral victory pursuit.

Mr. Chairman, our MP, Abdallah Bandah’s incessant hatred for the Municipal Chief Executive of Offinso, Mr. Solomon Kesse and his uncountable attempts to demean and discredit him has brought serious disunity in the NPP at Offinso South. The MP has since the appointment of the MCE, refused to project the good work of our President, Nana Addo in the constituency since the project did not come through him.

His strive to sabotage the MCE and for that matter our government, has bred serious hatred for him by financiers of our party and almost every admirer of the MCE.

Mr. Abdallah Bandah has a very bad relationship with traditional authorities and other opinion leaders in Offinso South due to his disregard for them. His own uncle, the Krontihene of Abofour was the speaker at one of the Press Conferences held against him(MP) at Offinso.

Sadly, our MP is currently plunging our party and President Nana Addo’s government into mockery as after promising some communities of using part the One Constituency, One Million Dollars to construct their roads, (rather) fuels the Offinso Municipal Assembly’s Motor Grader to grade those roads but still shamelessly tell them the grading work is their share of the president’s year of roads programme.

Mr. Chairman, we could go on and on with several facts on happenings, incidents and occurrences that make your alleged decision to make the current Member of Parliament for Offinso South, Hon. Ben Abdallah Bandah go unopposed a very wrong and dangerous move.

For the sake of protecting our seat at Offinso South, we the undersigned, advice the leadership of our great party to allow all the other two aspirants to contest the primaries with him in an open and fair manner

PROPHET ABRUKU ABRUKA SNATCH REV OPAMBOUR’S GIRLFRIEND , the battle of spiritual men.

Rev Ebenezer Adakwah Yiadom, Opambour

Evangelist Kwabena Manasseh formerly of Manasseh Ministries International has called Rev Ebenezer Adarkwa Yiadom (Opambour) a liar for denying the knowledge of Prophet Christopher Asante popularly known as Abruku Abruka.

In an interview with Kwaku Annan on NET 2 TV on The Hot Seat, Manasseh who claims to be a reformed pastor said that he used to work for Abruku Abruka as his junior pastor and had evidence to prove that Rev Opambour and Abruku Abruka were close friends.

He further stated that Rev Opambour was the ‘spiritual’ father of Abruku Abruka thus spiritually, Opambour is of a higher order. Mannaseh then produced a picture of Abruku Abruka kneeling before Opambour whiles Opambour placed his hands on the head of Abruku Abruka. Both were casually dressed.

He also produced another picture in which Opambour and Abruku Abruka were sharing a hearty moment. They were casually dressed and could be seen smiling.

However, the reason why Opambour keeps denying Abruku Abruka according to Manasseh is because Abruku snatched Opambour’s girlfriend some time ago.

This angered Opambour which led him to cut ties with Abruku. Opambour even sacked Abruku from his church one time when Abruku decided to pay him a visit.

IM SORRY FOR ENDORSING AKUFO ADDO – SUPREME COURT JUDGE NOMINEE

Justice Clemence Jackson Honyenuga , supreme Court judge nominee

A Supreme Court judge nominee, Justice Clemence Jackson Honyenuga, has apologised for appearing to endorse President Nana Addo Dankwa Akufo-Addo during a durbar in the Volta region early this year.

Justice Honyenuga in his welcome address to President Akufo-Addo at a durbar of chiefs and people of the Afajato South District had commended the President for various developmental policies introduced under his leadership.

He said “with the vision of the President and the gains made in his first term, Ghanaians may consider giving him another four years” to the loud cheers of people at the durbar grounds.

Many, including legal luminaries, who felt the judge probably erred in this open declaration took to social media to criticize his conduct. Some media reports suggested the comments were meant to endear him further to the current government for his nomination to the Supreme Court.

Answering questions during his vetting on Monday, the Supreme Court Judge nominee apologised for endorsing the President saying he was only reading a statement handed him on behalf of the paramount chiefs.

“In reading that statement, we didn’t intend in endorsing the president, our understanding was that we were wishing him well…this is what has been happening in this country for a very long time…on my part if out of political dissatisfaction some people are unhappy with whatever I am supposed to have said then I am sorry,” Justice Honyenuga said.
