Angry Supporters of the opposition National Democratic Congress (NDC) in the Suame Constituency of the Ashanti Region have seized property in the constituency party office following a decision by the Ashanti regional executives to reinstate the Suame Constituency Chairman Umar Saeed.

The supporters on Tuesday October 27, 2020 stormed the party office to seized a television set , Chairs, Tables, Party T-shirts and host of others in protest against the decision

It would be recalled that, Mr Abubakari Yakubu petitioned the Ashanti Regional NDC Party executives to disqualify Umar Saeed from contesting Suame Constituency NDC chairmanship position during the party Constituency primaries in 2018, claiming he was not a member of NDC in the Suame Constituency.

Umar Saeed was cleared by the NDC regional executives and he was able to contest and won as Suame Constituency Chairman.

Abubakari Yakubu who petitioned the NDC Ashanti Regional executives to disqualify Umar Saeed, secured court a injunction on Umar Saeed after the Constituency primaries.

The case has been adjourned several times after court sitting and the ruling has been adjourned to November 10, 2020.

But a letter signed by Ashanti Regional Chairman of the NDC Augustus Nana Akwasi sighted by richnews.com reads in part “This is to inform you that you have been reinstated as the Chairman for the Suame Constituency, I entreat you to work hard to justify to this important decision”

Speaking in an interview with, richnewsnetwork the angry NDC Suame Constituency supporters warned Ashanti Regional Chairman Augustus Nana Akwasi to rescind his decision and wait for the court’s ruling.

“We don’t want any monopoly leadership, since court has placed an injunction on Umar Saeed as Suame NDC Chairman, only the court can remove the injunction not regional or national executives” they said, threatening to attack anyone who will open NDC Suame party office.

The former Parliamentary Candidate for Convention People’s Party CPP at Atwima Kwanwoma Constituency in the Ashanti region have defected to the New Patriotic Party (NPP).

Hon James Sarfo, the Assembly member for Heman Ampatia a suburb in the Atwima Kwanwoma Constituency said their decision to join NPP was informed by the massive development within three years of President Akufo-Addo’s government.

The defector were introduced at the Mini rally of the ruling party at Kotwi.

He said the ruling government had done far better than the NDC administration especially the numerous social Interventions like the free Senior High school (SHS), which gave children from poor backgrounds the opportunity to access secondary education.

10 HOTSPOT AREAS IDENTIFIED IN ELECTION 2020.

Richnewsnetwork has convened that 10 hotspots constituencies has been made known by a commission in charge of small arms and light weapons.

Following the 2020 general elections that lies ahead, the commission saw it prudent, thereby earmarking those areas, as they prepare towards them.

Executive Secretary of the Commission of Small Arms and Light Weapons Jones Borteye Applerh revealed this in Accra on Thursday, October 22 at the launch of the ‘Ballot without Bullet’ initiative introduced by the Commission.

Report says according to him, he said: “Given this, the ‘Ballot Without Bullet’ project has targeted 10 hotspot constituencies comprising six border constituencies and four non-border constituencies.

“The border constituencies are Jirapa, Ketu South, Jomoro, Wulensi, Banda, Chiana Paga whiles Awutu Senya East, Offinso North, Gomoa West and Upper West Akim are the non-border constituencies,” he said.

Mr Applerh further noted that the porous nature of Ghana’s borders is the leading factor in the smuggling of illicit arms to Ghana.

“We need to influence the behaviour of the citizens through public sensitization and education on dangers on the abuse of guns before, during and after the elections.

SOLDIERS SMUGGLE WEAPONS INTO GHANA , UN PEACE KEEPING REVEALED.

Soldiers Smuggling Weapons Into Ghana From UN Peacekeeping

The Herald, has intercepted an investigative piece sanctioned by the Military High Command, revealing how Ghanaian soldiers sent on peacekeeping mission ended up smuggling weapons into the country for various activities, including the sale of these deadly guns to civilians and hardened criminals, such as armed robbers.


Details of the document, done by the Special Investigation Branch of Ghana Military Police, by the Commanding Officer, Lt Col. F.K Bannerman (GH3004), revealed that on the blindside of the public, these contingents of Ghanaian army officers assigned to war-torn countries, end up smuggling weapons consisting of pistols, pump action guns and others, under the cover of darkness into the country.

Two of the solders “WOII Dagadu and POII Kojovie, were escorted to Tema Community 1 cemetery, where two (2) pistols with one fake, was retrieved.

They both claimed ownership of the pistols. WOII Dagadu, claimed ownership of one of the pistol and POII Kojovie claimed ownership of one and the fake pistol”, part of the confidential military report said.

Aside the public cemetery, some of the rogue soldiers, had hidden theirs in a toilet facility at the military barracks.

The Military’s net as far back as 2017, caught the soldiers numbering five, with their identities, including names, pictures and stations revealed, but interestingly, they are yet to be taken through Military procedures called Court Marshal for flouting UNIFIL GHANBATT 83 “Command Policy Guidelines which prescribe that troops should refrain from the purchase of prohibited goods, including Explosives, Arms and Ammo.

They were part of officers sent to Lebanon for peacekeeping purposes by the United Nations (UN).

The illegal importation of these weapons by security officers who are supposed to know better, is said to be one of the reasons why arms and ammunitions are springing up across the country with robbers taking advantage of the situation and acquiring these deadly weapons for their nefarious attacks on innocent Ghanaians.

The discovery of the document, comes on the back of the senseless killing of the Member of Parliament (MP) for Mfantseman Constituency, Ekow Quansah Hayford, a fortnight ago, by supposed armed robbers.

It also comes, as the Ghana Police Service, the Bureau of National Investigation (BNI) and several other state institutions investigating the circumstances surrounding the importation of some 436 illegal pistols and ammunition imported from Turkey into Ghana through the Tema Port, and had been impounded.

Additionally, it also comes at a time, the country is preparing for a very crucial elections in December with predictions of violence in the wake of the Ayawaso West Wuogon by-election gun violence by political party elements put in uniform in the name of National Security Secretariat.

But the failure of the Military to punish wrongdoing after conducting investigations into them, is what appears to be encouraging the menace.

CASLOC IN THE LIMELIGHT AGAIN, DEMANDING FOR THEIR MONEY.

The Coalition of Affected Savings and Loans Customers(CASLOC), is made up of the customers or depositors of the collapsed 23 savings and loans and finance house companies, the 347 Microfinance companies and the 39 micro-credit institutions whose licenses were revoked by the Bank of Ghana on the months of August, and April, 2019 respectively. Our main aim and objective is to be a strong and dedicated group that will engage the government and all the institutions involved in the financial sector clean up exercise, through all available legal means and the best ways possible in retrieving all our locked up funds or monies in the nearest possible future. We will like to reiterate that we shall continue to pursue this mission of ours until our aim and objective is fully fulfilled.

We will once again like to express our gratitude to the president, His Excellency, Nana Addo Dankwa Akufo-Addo and his government and the institutions involved in the financial sector clean up exercise for taking the decision to bailout all the affected customers or depositors of the collapsed financial institutions which fall under the above-mentioned sub sectors. We are also thankful once again for heeding our plea to revoking the five years zero coupon rated bond for affected customers whose locked up funds exceed the capped amount of GHS70,000.00.

In as much as we are thankful to the president and his government and the institutions for heeding our plea to revoking the five years zero coupon rated bond for affected customers whose locked up funds exceed the capped amount of GHS70,000.00, we are still not happy at all about a number of issues pertaining to the payment procedure or formula being used in the payment of our monies to us as well as the figures which are being peddled around in terms of percentages of affected customers who have been paid, vis-a-vis those who are yet to be paid.

First and foremost, it has now been made public by the Receiver that he cannot pay the affected customers of 34 of the collapsed financial institutions due to his inability to retrieve their data from the appropriate quarters. Some of these institutions are: NOBLE DREAM MICROFINANCE LIMITED, AFRICAN TRUST MICROFINANCE LIMITED, BOIN MICROFINANCE COMPANY LIMITED, MAN CAPITAL MICROFINANCE COMPANY, STAR PLUS MICROFINANCE LIMITED, ABIS PLUS MICROFINANCE LIMITED, COMMON CAPITAL MICROFINANCE LIMITED, just to mention a few. CASLOC has now gathered that in spite of the above claim, some few customers of BOIN MICROFINANCE COMPANY LIMITED have started receiving their locked up funds. We need an explanation about that as well.

The Receiver has made us aware that initially he had a problem of retrieving the data of about some 155 institutions. But with the help of the Economic and Organized Crime Office (EOCO) and some other state institutions, he has now been able to retrieve that of over 120 of them. Since all these institutions had the Bank of Ghana as their regulator, and for that matter, were able to know the quantum of funds or monies needed to bailout the customers of all these institutions, we expect the government to ensure that the ministry of finance and the Bank of Ghana, together with EOCO and the other state institutions use the same or similar procedure to also retrieve the data of the rest of the institutions.

We all know that it is not the duty of the affected customers to provide their data from these institutions to the Receiver in order for them to be paid. So, what will happen to the funds which has already been earmarked to bailout all these customers? Will it be returned to the state or what? Should it even happen that way, then, these affected customers will indeed be made to feel deceived and shortchanged, because they were also made to submit their Proof of Debts(PoDs) with the anticipation that they will be paid together with that of their other colleagues whose data have been found and some of them have even been paid. They will also feel cheated because, during the submission of the PoDs, they were even made to pay some amount of monies. Assuming each person was made to pay an amount of GHS10.00, then, just imagine the amount of money involved here. And there is this Akan adage which goes like this: “s3 w’anya biribi ama woase a, y3n mm) no kor)no”.

We would therefore like to use this opportunity to appeal to the government to expedite its efforts to help retrieve the data of all these institutions as soon as possible, so that the affected customers of these institutions can also be paid what is due them within the shortest possible time. We also appeal that, should the retrieval of the data of all or some of these institutions become very difficult or impossible, then the government should direct the Receiver to use other methods of validation, possibly, a manual method of validation, to validate their claims. We suggest that this manual form of validation be done together with the owners, directors and the ex-staff of these institutions together with some state institutions like the EOCO and co. We believe that if this is done, then, our brothers and sisters who find themselves in this category of unpaid affected customers can also have access to their locked up funds so that smiles can be put back on their faces, because, again, there is this Akan adage which goes like this: “adidigya ne muna na 3nam”.

Secondly, another worrying trend has got to do with the omission of the names of some of the affected customers from the database of the Receiver. We cannot tell whether this is deliberate or a mistake on the part of the Receiver. Even though they made sure they submitted their PoDs to the Receiver, yet, anytime they call the Receivership Call Centre or visit any of the Receiver’s offices, they are told that their details or information cannot be found in the system, and for that matter they cannot be paid. When they ask to be allowed to resubmit their claims, they are not allowed to do so because the Receiver says the window of submission has been closed.

Also, some could not submit their PoDs to the Receiver before the closure of the window of submission. This is largely as a result of the fact that some of them were outside of the country as at that time, and some of them too did not hear of such an exercise due to where they stay. Some of them stay in the rural areas and other places where the access to information is very scanty or is not there at all. These people too have been refused to submit their PoDs due to the closure of the window of submission by the Receiver.

But what we do know about liquidation procedure is that, until the last issue is dealt with, there is nothing like a closure of a window of submission. We therefore appeal to the government to direct the Receiver to open the window again to allow every affected customer the opportunity to resubmit or submit his or her PoDs to the Receiver so that he or she can also have the opportunity to be paid his or her locked up funds. Here, we are referring to those who submitted theirs before the closure of the window and their details cannot be found in the Receiver’s database as well as those who could not do so before the closure of the window of submission.

Again, CASLOC is displeased with the slow pace of the payment of the locked up funds of the majority of its members, to the extent that we have even been tempted to term the mode of payment as “the tortoise or snail pace module of payment”. It has been over a year now since the Receiver was made to start the payment of affected depositors, but as we speak now, we can confidently say that over 80% of affected depositors are yet to receive their funds in full.

If the president said he had directed the Ministry of Finance to work with the Bank of Ghana, during his Christmas and New Year’s message to the nation on the 24th of December, 2019, to ensure that we are treated like the customers or depositors of the 9 collapsed universal banks, then, we want all of the affected customers or depositors to be paid within the shortest possible time. We are making this demand because it has been almost a year since this directive was given by the president. It did not take more than 6 months for our brothers and sisters who had their funds locked up with the 9 collapsed universal banks to be paid fully. We are therefore appealing to the government to ensure that the Receiver is made to expedite the full payment of all affected customers within the shortest possible time so that we will come to believe fully that directive of the president.

A major issue of concern, as far as the payment of these locked up funds for the affected customers in the savings and loans and microfinance sub sectors is concerned, has got to do with the discrepancies in the figures, with regards to the number of affected customers, numbers of claims received by the Receiver, the amount of money involved, the percentage of affected customers paid so far, etc. Based on the statement and statistics issued by the Bank of Ghana during the revocation of the licenses of these institutions indicated that the affected customers or depositors in the collapsed 23 savings and loans and finance house companies, the 347 microfinance companies and the 39 micro-credit institutions were over 3.3 million people.

Meanwhile, it has now emerged that the Receiver received just a figure around 503,000 claims from the affected depositors, which is just around 15% of the entire population of the affected depositors, assuming that each depositor presented one claim, juxtaposing it with the statistics of the Bank of Ghana. And even with the 503,000 claims that the Receiver claimed to have received from affected depositors, he has made us aware that he has rejected 63,000 of them because they are invalid. So, according to him, the valid claims are now around a figure of 440,000, which is also around just 13% of the entire population of affected depositors, assuming each depositor presented one claim, juxtaposing it with the statistics of the Bank of Ghana.

But the Receiver has said again that some depositors presented more than one valid claim. He said some even presented two, three, four, etc. claims each. That is an indication that the valid claims of around 440,000 has less than that number of depositors involved. It can even be assumed that the 440,000 valid claims may have around just 400,000 depositors or even less than that involved in this exercise. And if that is the case, then it means that it is only about 13% of depositors that have been captured to be paid their locked up funds, leaving out about 87% of the depositors who may not be paid.

Another interesting aspect too is that, when the Bank of Ghana said the affected depositors were over 3.3 million, the Minister of Finance said the government needed between 6 and 7 billion Ghana Cedis to bailout every affected depositor. And now, when the Receiver claims that only 503,000 claims were submitted, the amount involved is over 6.4 billion Ghana Cedis, which is still within the range of the amount needed to pay the initially affected customer base of the over 3.3 million people according to the Bank of Ghana’s own statistics. Hmmm… this is indeed interesting!

We can, at this juncture, say that as at now, the government has paid less than 13% of the entire population of the affected customers of these 409 collapsed financial institutions, yet they claim to have paid 95%, sometimes, 96%, some other times too, 98% or 99%. All these figures, with regards to the payment, in terms of percentages, are all false and a fallacy. We have come to realize that when it comes to scoring political points, they tout themselves to bailing out 4.6 million depositors in the entire financial sector clean up exercise, but when it comes to the real payment, it is only a figure less than 1.7 million people who have been captured to be paid, leaving out a figure of around 3 million affected depositors who may be denied their hard earned funds or monies.

We are no longer interested in the percentages of customers or depositors who have been paid and those left to be paid. We are now interested in the nominal figures of affected customers or depositors who have been paid and that of those who are yet to be paid. At the appropriate time, CASLOC may be coming out again to give a detailed account of some of these discrepancies if they are not resolved as soon possible. We are therefore appealing to the government and the institutions involved in this whole exercise to come out clear on this, so that every doubt will be cleared from the minds of the affected customers and the entire citizenry.

In fact, CASLOC is making all these appeals so that the government and the Receiver will expedite their actions in the bailout process to help curtail the negative effects of the exercise on the businesses, affected customers and the majority of the people in the country. The least said about the businesses of some market women and other professionals which have been jeopardized in this process, the better. This exercise has indeed contributed to the kind of hardships we are experiencing in the country at the moment.

This is because some research conducted by CASLOC indicate that the pains and sufferings being endured by us and our dependents and businesses as a result of the financial sector clean up exercise cannot be overemphasized. There have been reports of some of our members dying because they could not access their locked up funds when urgent medical needs arose. Talking about the psychological trauma and the inability of most depositors to take care of themselves, their families and dependents cannot be ignored. Some have even been ejected from their apartments by their landlords and landladies due to their inability to pay for their rents which are overdue. Some had had their children and even themselves dropped out of school due to the lack of funds. Some cannot even afford three square meals a day, some marriages have collapsed, some affected customers have even resorted to some social vices as a result of this financial sector clean up exercise. The painful aspect of this is that, some of these sufferings, pains and predicaments have spanned for over a period of two years now.

Another issue of concern has got to do with the effects of the financial sector clean up exercise on the political fortunes of this ruling government.
